What is a Local Plan?
The Planning Inspectorate has created several useful videos to explain what a local plan is and how one is prepared.
New Local Plan
The Local Plan guides future development and land use within Blaby District. It sets out policies and proposals for development, including where development should take place, what type of development is acceptable, and where it should be restricted or is unsuitable. The Local Plan is the main policy document used when making decisions on planning applications for development proposals.
A new Local Plan is being prepared to replace the adopted Core Strategy and Delivery DPD.

April 2026 Update
There has been a change to the timetable for the Local Plan.
The Plan was due to go to Full Council on 14 April to ask councillors to approve it for the next stage of consultation, known as Regulation 19. Unfortunately, we are not able to do this as planned.
One key piece we have been waiting for is important transport evidence. We need this information before we can finish two key reports: the Whole Plan Viability Assessment and the Infrastructure Delivery Plan. Until we have this evidence, we cannot complete our work and present the Plan to Full Council.
We know many people are keen to see the Local Plan move forward, and we share that ambition.
We aim to take the Local Plan to Full Council over the summer once the evidence has been finalised. As soon as we have it, we will confirm the date of the Council meeting. If councillors agree that the Plan can progress, the Regulation 19 consultation will follow and run for a period of six weeks.

What is happening and when?
The Local Development Scheme sets out a programme and timeframes for producing the new Local Plan. The most recent version of the Local Development Scheme was approved by Council in February 2025.
How do I get involved?
The Statement of Community Involvement outlines how and when the Council will involve the local community when preparing the Local Plan and in the determination of planning applications. The statement relates to the entire District of Blaby and the most recent version was adopted by Council in December 2020.
